Presentation

Avignon Université's Public Policy specialisation, a Data Governance track, focuses on emerging strategic issues relating to data management and the governance of digital tools and data. With the development of Open and Big Data, and since the introduction of the RGPD, data has become a major concern for public and private organisations seeking to gain better control over their information assets. The aim of the degree is to train managers who will be responsible for securing and managing data in small, medium-sized and large companies, local authorities and public establishments, or to offer additional training to professionals in posts on the legal, political and economic issues involved in producing, collecting, storing, protecting, manipulating, searching, exploiting, analysing, interpreting and making strategic use of business, customer or user data.

Special features
The second year of the Data Governance Master's programme is a sandwich course (apprenticeship or professional training contract).

Courses
Apart from apprenticeships, students complete a work placement in M1 and M2 :

- in semester 2 of M1, a 2-month work placement in a public or private organisation. An internship report is written for this placement.

- in M2, semester 4, a 5-month work placement in a public or private organisation. This work placement gives rise to a dissertation and a final presentation.

Corporate partnerships
The creation of this Data Governance pathway is based on partnerships with regional and national private and public organisations, which are intended to be extended through the networks of lecturers, teacher-researchers and former students, as well as through partnerships linked to apprenticeships, or in the context of student work proposed in practical workshops and validation of end-of-course placements. These partnerships take the form of providing practical case studies for the simulation workshops, recruiting apprentices, welcoming trainees, acting as instructors, participating in the professional development committee, offering jobs and funding research.

Laboratory partnerships
The multidisciplinary teaching team involved in this course is mainly attached to two laboratories:
- Laboratoire Biens, Normes et Contrats (LBNC EA3788), for teacher-researchers in law, political science, economics and management science
- the Avignon Computer Science Laboratory (LIA EA4128) for teacher-researchers in computer science. 

The multidisciplinary research on which the course is based is also being developed as part of the FR Agor@ntic (FR3621).

Job opportunities

The Master's degree in Data Governance validates technical, methodological, organisational and behavioural skills, in response to the strong demand for expertise, management and security generated by the use of massive, open data in the public and private sectors today.
On completion of the course, graduates should be able to:
1) carry out an audit to prepare a register of personal data processing in an organisation and draw up recommendations with a view to ensuring compliance with the RGPD ;
2) supporting an open data initiative in a public organisation;
3) draw up a data policy and implement a data management programme to ensure the consistency, reliability, legality and value of data, both within and outside the organisation;
4) extract, aggregate, cross-reference and visualise data to interpret significant relationships and validate forward-looking scenarios;
5) support management in data-driven governance to improve competitiveness (private sector) or efficiency (public sector).
